Many forms and portals accept only one PDF - not a handful of phone photos. Here's how to turn images into a clean, correctly ordered PDF document.
Combine images into one PDF
- Open Image to PDF.
- Add your images - JPG, PNG, HEIC and more.
- Use the arrows to put them in the right order.
- Pick a page size (Letter, Legal, A4, or the size of each image) and orientation.
- Press Convert and download one PDF.

Tips for scanned documents
Phone photos of paper look much better as a PDF if you prepare them:
- Shoot straight on in good light, with the page filling the frame.
- Crop off the table and background with Crop.
- Rotate sideways pages with Rotate before combining.
- For text-only pages, Black and White makes them crisp and smaller.
Letter or A4?
The US and Canada use Letter (8.5 × 11 in). Most other countries use A4 (210 × 297 mm). If you're submitting to a US employer, school or agency, choose Letter. Images are scaled to fit inside the page with their proportions intact.
Keep the PDF small
Each photo from a modern phone is several megabytes, so a 10-page PDF can easily be 30MB - too big for most email. Two fixes:
- Compress the finished file with Compress PDF.
- Or resize the photos to around 2000 pixels on the long side before combining.
Going the other way
Need images out of a PDF? PDF to Image saves each page as a JPG or PNG.
